隨著我國加入世界貿(mào)易組織,跨國公司在中國境內(nèi)的數(shù)量逐漸增加,對(duì)外貿(mào)易日益頻繁,加之西安世園會(huì)和上海世博會(huì)等國際交流活動(dòng)成功舉行在中國,我國的綜合國力正在增長。但與此同時(shí),我們也看到了外語在政治、經(jīng)濟(jì)和國際交流方面的重要性,越來越覺得高質(zhì)量的外語人才的短缺。英語一直被認(rèn)為是主要的課程,學(xué)校、老師、學(xué)生和家長都對(duì)應(yīng)于高度重視。在我國各類高校中不僅作為必修課開設(shè)兩學(xué)年,而且每年國家都組織兩次英語CET等級(jí)考試。但是我們的英語卻被稱為“觀巴英語”、“聲子英語’’。的主要原因歸結(jié)于我國傳統(tǒng)的外語教學(xué),大多數(shù)人只有讀和寫的能力,而不是通過對(duì)話和其他方式使用外語交流,在日常生活中也只是考慮如何面對(duì)考試,各種各樣的因素導(dǎo)致使用外國語言溝通能力很缺乏。在經(jīng)濟(jì)全球化和教育國際化的趨勢下,英語聽力和口語能力尤為重要。為了使我國高素質(zhì)人才通過外語了解國際前沿科學(xué)技術(shù)和提高外語交流能力的高素質(zhì)人才,200教育部頒布了《關(guān)于加強(qiáng)高等學(xué)校本科教學(xué)工作提高教學(xué)質(zhì)量的若干意見》的通知,該通知明確本科教育應(yīng)該創(chuàng)造條件使用英語等外教進(jìn)行一些專業(yè)課和公開課的教學(xué)。在此通知下達(dá)之后,高校本科教學(xué)質(zhì)量改革在雙語教學(xué)中成為熱門話題。
